Dave Effross (he/him) works on the AFL-CIO side of the Labor Energy Partnership as a policy advisor. He has a strong regulatory background, having worked at the California Public Utilities Commission (CPUC) and the California Energy Commission (CEC). At CPUC he was a member of the FERC-jurisdictional electric group, where he was hired as the Enron analyst during California’s energy crisis. Dave then moved on to become the Commission’s expert on LNG and natural gas quality & interchangeability. He also spent several years as SEIU’s Chief Steward at CPUC. At CEC, Dave ran an alternative fuels RD&D program. He also worked in several other energy-related positions before coming to the AFL-CIO.
Dave holds a bachelor’s degree in Politics from Princeton University, a Master of Science in Management (MBA plus thesis) from MIT’s Sloan School of Management, a Master of Science in Energy and Environmental Policy from the University of Pennsylvania, and a Mastère Spécialisé en Politique et Gestion de l’Energie from the Institut Français du Pétrole (IFP).
